The launch of Tingo by Smarter Travel Media, a division of  TripAdvisor, may have caused a flap among hoteliers but it has also highlighted two industry idiosyncrasies: 1) no cancellation fee until 24 hours within booking and 2) rooms are often more expensive rather than cheaper the further out you book.

Tingo, which is pulling product from Expedia,  promises to automatically refund the difference if the price of a room falls after it has been booked. It does this by cancelling and rebooking at the lower rate. See how it works.
